Recently, the Development and Reform Commission of Hunan Province and the Energy Administration of Hunan Province jointly released the Development Plan of Hunan Hydrogen Energy Industry (hereinafter referred to as the Plan). The Plan proposes to strive to be the capital of hydrogen engineering machinery and realize the leapfrog development of Hunan's hydrogen energy industry with the goal of becoming the first square of national hydrogen energy industry development.

Develop a "roadmap" for hydrogen energy development

As a clean, carbon free, widely sourced and widely used secondary energy, hydrogen energy is an important carrier to achieve deep carbon reduction in key areas and promote energy transformation and development. In order to promote the realization of carbon peak and carbon neutralization goals, build a clean, low-carbon, safe and efficient energy system, seize the development opportunities of the hydrogen energy industry, and promote the high-quality development of the hydrogen energy industry in Hunan Province, this Plan is formulated in accordance with the Medium and Long Term Plan for the Development of the Hydrogen Energy Industry (2021-2035), the Development Plan for Hunan's "Fourteenth Five Year" Strategic Emerging Industries, and the "Fourteenth Five Year" Energy Development Plan of Hunan Province and other documents. The planning period is 2021-2035.

2022-2025 is the cultivation period of hydrogen energy industry in the province, forming a comprehensive development pattern of hydrogen source and fuel cell vehicle dual wheel drive, more than 100 hydrogen energy industry related enterprises, and the whole hydrogen energy industry chain has begun to take shape. The utilization rate of industrial by-product hydrogen has been significantly improved, the hydrogen production from renewable energy has achieved a breakthrough, and the demonstration application of hydrogen energy in engineering machinery, transportation, ports, distributed power generation and other fields has been gradually promoted. 10 hydrogen refueling stations were built, 500 hydrogen fuel cell vehicles were promoted and applied, and hydrogen energy infrastructure was gradually improved.

2026-2030 is the province's hydrogen energy industry market development period, and the industrial cluster will further expand, forming 5-10 hydrogen energy enterprises with core competitiveness. The competitiveness of the characteristic links of the hydrogen energy industry chain has been significantly improved, the name card of the capital of hydrogen energy engineering machinery has basically taken shape, and the hydrogen source base in the central region has begun to take shape. The hydrogen energy technology innovation system has been gradually improved, and phased technological breakthroughs have been achieved in hydrogen production, hydrogen storage, fuel cells and other fields. The hydrogen demonstration application scenario was further expanded, and the demonstration application of "green hydrogen" in the industrial field was started.

2031-2035 is the period of large-scale application of hydrogen energy industry in the province, and the overall hydrogen energy industry chain has reached the domestic advanced level. A complete system of independent innovation and open cooperation in hydrogen energy technology has been formed, and key breakthroughs have been achieved in core technologies. The hydrogen energy production, supply, storage and marketing network has been basically completed, and the proportion of "green hydrogen" in terminal energy consumption has increased significantly, providing strong support for Hunan's energy supply guarantee and green low-carbon transformation.

Break through the bottleneck of hydrogen energy core technology

The Plan proposes to rely on the hydrogen energy technology foundation in the province, focus on the future development trend of the hydrogen energy industry, lay out key technologies in advance, increase the efforts to tackle key problems, build industrial innovation carriers, build professional talent teams, and build a hydrogen energy industry innovation system combining independent innovation and open cooperation. Efforts should be made to improve the industrial innovation ability and achievement transformation ability, and constantly enhance the competitiveness of the hydrogen energy industry in the province.

First, we will increase efforts to tackle key problems in hydrogen energy technology. Focusing on the future development direction of hydrogen energy technology, focusing on the high-quality development needs of the hydrogen energy industry, we will increase efforts to tackle key problems in hydrogen energy technology, achieve breakthroughs in core technologies, and seize the strategic commanding heights. Strengthen the technical innovation related to the safe utilization of hydrogen energy and improve the safety of hydrogen energy utilization. We will tackle key problems in high efficiency, low cost and large-scale hydrogen production from electrolytic water to reduce the cost of hydrogen production from renewable energy. Carry out efficient, clean and economical technological breakthrough of by-product hydrogen purification, improve the utilization rate of industrial by-product hydrogen resources in the province, and realize the accelerated transformation from "gray hydrogen" to "blue hydrogen". Carry out technical breakthrough in key materials, core components, system integration technology and other fields of hydrogen fuel cells, and complement the weak links of hydrogen fuel cells in the province. Strengthen the research and development of terminal application technology of hydrogen fuel cell in engineering machinery, rail transit, general aviation and other fields, and promote the integration and development of hydrogen energy and competitive industries in the province. Actively explore key technology innovation in hydrogen storage, transportation, industrial substitution, building heating and other fields, and promote the commercialization and large-scale application of hydrogen energy.

Second, build an innovation platform for hydrogen energy industry. Relying on enterprises, universities and research institutions, build a hydrogen energy industry innovation platform around the key technology research fields of hydrogen energy in the province to provide support for hydrogen energy technology innovation. Relying on Central South University, Hunan University and other universities and research institutions to build a national and provincial hydrogen science research platform, focusing on the research and development of key hydrogen technologies and core materials. Integrate high-quality innovation resources in the province, take leading enterprises in engineering machinery, rail transit, general aviation and other fields as the main body, build a diversified engineering research and equipment innovation platform for hydrogen energy industry, and improve the level of hydrogen energy engineering application and equipment manufacturing. We will make rational use of domestic and foreign innovation resources, and actively build a foreign cooperation platform for hydrogen energy key technologies and industrial innovation. Build a collaborative innovation platform for industry, university and research, and promote the transformation and application of hydrogen energy technology in energy and chemical industry. Build a platform for the transformation and guarantee of hydrogen energy technology achievements, and improve the incubation capacity of hydrogen energy innovation technology and intellectual property protection.

Third, build a team of hydrogen energy professionals. Guided by the demand for hydrogen energy technology innovation, aiming at the commanding heights of talents, we will increase efforts to attract, gather, educate and retain talents, and constantly strengthen the team of hydrogen energy professionals in the province.

Improve the competitiveness of hydrogen energy industry chain

The Plan proposes to focus on the advantages and disadvantages of the hydrogen energy industry in the province, carry out the action of "strengthening the chain, supplementing the chain, extending the chain and optimizing the chain" accurately, and promote the healthy development of the whole hydrogen energy industry chain, with the goal of improving the competitiveness and influence of the hydrogen energy industry chain. We will strengthen financial policy support for hydrogen energy enterprises, accelerate the construction of hydrogen energy industry clusters, and create a hydrogen energy industry system with upstream and downstream linkage and coordinated development.

Actively cultivate local potential enterprises

Focusing on the good basic conditions of the hydrogen production and hydrogen fuel cell vehicle industry in the province, through demonstration applications, government procurement, major science and technology projects, financial support and other policy support methods, we will focus on cultivating enterprises in the relevant industry chain with mature technology, good development prospects, strong core competitiveness and fast growth, actively cultivate a number of leading domestic enterprises, and create key links and brand products with obvious advantages and distinctive characteristics. Encourage new energy equipment enterprises and new material enterprises with strong R&D strength and market development ability in the province to expand hydrogen related businesses, accelerate the layout of hydrogen energy field, inject new vitality into the development of hydrogen energy industry, encourage the development of hydrogen energy innovative enterprises, and support enterprises to strive for the titles of "specialized, special, new", "small giant", etc. Support the development of hydrogen engineering machinery supporting enterprises, improve the self-sufficiency of relevant products in the province, and enhance the overall strength of the industry. Give full play to the guiding role of the government, promote the formation of a pattern of complementary advantages and coordinated development of the hydrogen energy industry chain supply chain in all cities and prefectures of the province, actively guide the upstream and downstream enterprises in the hydrogen energy industry in the province to carry out exchanges and cooperation, and form a situation of upstream and downstream linkage and the upgrading of the whole industrial chain.

Vigorously introduce high-quality enterprises

Focus on the lack of weak links in the hydrogen energy industry chain in the province, such as stacks, bipolar plates, catalysts, air compressors, etc., and introduce relevant high-quality enterprises at home and abroad that play a leading role in the industry to enhance the stability and competitiveness of the hydrogen energy industry chain supply chain. By carrying out demonstration applications to expand market space and increasing investment attraction, we will focus on introducing high-quality enterprises in the fields of hydrogen fuel cell core materials, key components and system integration, to make up for the shortage of hydrogen power core in the development of hydrogen fuel cell vehicle industry in the province. Actively introduce high-quality enterprises and technologies in hydrogen storage, hydrogen refueling station equipment manufacturing, fuel cell cogeneration, hydrogen engineering machinery supporting and other fields, and promote the formation of a hydrogen energy industry cluster development trend.

Achieve high-quality development of hydrogen energy industrial park

Make full use of the development foundation of hydrogen energy industry in all cities and prefectures, and combine with the characteristics of local leading industries to build a hydrogen energy industrial park with complete infrastructure and distinctive features at a high level and standard. Give priority to building provincial hydrogen energy industry model parks in Changsha Economic Development Zone, Hunan Chenglingji New Port Zone, Zhuzhou High tech Zone and other parks, and then expand to other cities and prefectures with good development momentum and sufficient development potential. Give full play to the demonstration and driving effect of the integrated development strategy of Changsha, Zhuzhou and Xiangtan, strengthen the coordinated development among parks, actively guide the gathering of hydrogen energy industry development elements in the park, attract domestic and foreign hydrogen energy competitive enterprises to set up branches and research and development bases in the park, and improve and extend the hydrogen energy characteristic industry chain.

In addition, the Plan also proposes that, during the development and cultivation period of hydrogen energy industry, we should give full play to the leading role of demonstration applications, actively carry out the construction of hydrogen energy demonstration cities, strive for the national hydrogen energy application demonstration projects in the fields of hydrogen transportation, renewable energy hydrogen production and other fields to be located in Hunan, focus on researching a reasonable commercial model for the development of hydrogen energy industry, and actively explore and expand the diversified development space of hydrogen energy. Guided by the demand of industrial development, the Company plans the layout of hydrogen energy infrastructure in the province as a whole, and builds a safe, stable and efficient hydrogen supply network to ensure the healthy and rapid development of the hydrogen energy industry. Firmly establish the concept of safe development, establish and improve the standardized management system of the hydrogen energy industry, and promote the safe, sustainable and high-quality development of the hydrogen energy industry.
