He pointed out that the industry has encountered unprecedented severe challenges in 2020, but the overall development trend is far better than expected. 2021 will still be a year in which difficulties and opportunities coexist, challenges and development coexist, and the industry is still in an important stage of transition from "high-speed growth" to "high-quality development". Faced with the new situation, all relevant parties in the industry should actively respond, take the initiative to form new development ideas, and jointly explore new paths for high-quality and sustainable development of the industry. After the keynote speech, Chairman Fang released the industry white paper "China's Overseas Contracting Project Development Report 2020-2021".
Deputy Director Liu Minqiang said that in the face of complex and profound changes in the domestic and international situation, government departments, industry organizations, and the majority of enterprises need to accurately recognize changes, respond scientifically, and form a joint force. Deputy Director Wei Yan said that Asian neighboring countries are expected to become a complement and extension of the new dual-cycle development pattern. There are both opportunities and challenges for economic and trade cooperation between China and Asian neighboring countries, and the cooperation prospects are promising. To carry out economic and trade cooperation with Asian neighboring countries, enterprises must strengthen their confidence, give full play to their comprehensive advantages, and actively and steadily do a good job in market maintenance and development. Based on the characteristics of its own industry, find the entry point for cooperation, formulate a sound country-specific cooperation plan in accordance with national conditions, promote projects in accordance with the principles of commercial feasibility, make pre-feasibility studies and preparations, and operate in compliance with laws and regulations to ensure sustainability.
The second-level inspector Zheng Wei said that China-Africa cooperation is entering a period of comprehensive and deepening of quality and efficiency, transformation and upgrading. The fields and methods of cooperation are gradually diversified, and the integration of interests is deepened. It has a good momentum of upgrading to production capacity cooperation and moving from project contracting to investment operation. Chinese enterprises are accelerating their transformation, and the industrial technology level is suitable for Africa's needs at this stage. In the future, China-Africa industries can achieve gradient docking, further deepening the integration of interests between China and Africa.
Deputy General Manager Wu Jun said that development financial institutions are serving industry development under the new situation, are based on the domestic and international dual cycle, and explore new development paths. The huge market space is combined with the needs of overseas infrastructure construction; the goal of "carbon peak and carbon neutrality" is practiced, green development, circular development, and low-carbon development are vigorously promoted, and the concept of green credit is embedded in all links.
Deputy General Manager Wang Hongwei introduced the situation of serving the “Belt and Road” construction and cooperating with Chinese companies to respond to the epidemic, and analyzed the pressure on the financing of foreign contracted projects. He believes that to promote the sustainable development of “Belt and Road” financing, relevant parties need to grasp the investment direction when implementing projects, pay attention to project sustainability, choose projects with strong hematopoietic capacity, promote the sustainability of the host country’s debt, and follow joint construction, The principle of mutual consultation and sharing forms a cooperation mechanism in which domestic and foreign banks and enterprises share risks and profits.
Chen Huaqing introduced the latest policies and measures of China's credit insurance service to support foreign contracted projects and the recent underwriting situation, and said that in the next step, China Credit Insurance will actively support the "Belt and Road" and key projects in related fields, the construction of medical facilities in response to the epidemic, and those that meet international standards. Green projects, overseas investment projects in important technology and energy fields, as well as projects to promote service trade exports and RMB cross-border settlement projects.
Subsequently, Xin Xiuming, vice chairman of the Contractors Association, released the list of the top 100 member companies for foreign contracting projects in 2020, the list of the top 30 companies in the fields of transportation, power, housing construction, and the Asian, African, European, and Latin American markets, and the list of industry A-level companies in 2021. And the recommended list of contractors from key countries, and announced the formal establishment of the contractor’s external design consulting professional committee. At the meeting, an appointment letter issuance ceremony was also held for the External Design Consulting Professional Committee.
