This leads to companies being punished by market supervision departments for using forklifts that have not been inspected and registered. In fact, new energy forklifts also need to be registered and licensed.

According to relevant national laws and regulations, any forklift that meets the definition of specialized motor vehicles in the "Special Equipment Catalog", in simple terms, is a forklift with three important characteristics: gantry, fork, and self-propelled, and is used in the "three zones" of the factory area, tourist attractions, amusement parks, etc., all belong to the category of special equipment, including pallet stackers that meet the definition. According to Article 10 of the "Supervision and Management Measures for Special Equipment Operators" (Order No. 70 of the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China), personnel applying for the "Special Equipment Operator's License" shall meet the following conditions:

1. Age above 18 years old.

2. Be physically healthy and meet the special physical requirements of the type of work applied for.

3. Have a cultural level that is suitable for the type of homework application.

4. Have work experience that is suitable for the type of assignment being applied for.

5. Have corresponding knowledge and skills in security technology (if not, training is required first).

6. Other requirements that comply with safety technical specifications.

The forklift driver practical examination consists of two main sections: pile test and road test. Pile driving test is to use prescribed pile poles to drive and operate vehicles on a predetermined size standard site according to the prescribed driving route (including prescribed attachments), with the aim of assessing students' ability to safely operate vehicles. A road test is a driving operation carried out according to a specific driving path, with the purpose of assessing students' mastery and application of practical skills, mastery of traffic knowledge, adaptability to road surfaces, and ability to respond to events. The pile test is divided into two categories: on-site "8" driving assessment and cross loading "work" driving assessment, each of which adopts a 50 point system and error deduction form for the exam. The road test is divided into two grades: "qualified" or "failed", which are directly determined by the evaluator according to the examination standards and the actual operation of the assessed object (temporarily not implemented).

The country has long stipulated that battery balanced forklifts, plug-in forklifts, forward moving forklifts, three-way stacking forklifts, pallet stacking trucks, and explosion-proof forklifts all need to undergo annual inspections.

Generally, electric forklifts need to go to the local quality and technical supervision bureau for inspection once a year. During the first inspection last year, the driver's special equipment operator certificate needs to be carried, and only last year's annual inspection report is needed for subsequent inspections.
