Unbalanced industrial structure and energy structure


During the "Thirteenth Five-Year Plan" period, the overall level of my country's industrial green development has continued to improve. The industrial structure is continuously optimized, and the new momentum for green development continues to increase. The green transformation of key industries has achieved remarkable results. Significant progress has been made in the level of industrial green development in key regions. The green manufacturing system was initially established. The report pointed out that from 2016 to 2019, the energy consumption per unit of industrial added value of Chinese enterprises above designated size dropped by more than 15%, which is equivalent to saving 480 million tons of standard coal, saving energy costs of about 400 billion yuan, and achieving a win-win situation for economic and environmental benefits. However, Zhao Weidong said that during the "14th Five-Year Plan" period, industrial green development is still facing a complicated situation. China will increase its national independent contribution, adopt more powerful policies and measures, strive to reach the peak of carbon dioxide emissions by 2030, and strive to achieve carbon neutrality by 2060. "The industrial structure and energy structure are unbalanced. The current industrial structure in China is biased and the energy structure is biased towards coal. At present, the energy consumption of the four high-loading industries of chemical industry, building materials, iron and steel and non-ferrous metals has always accounted for about 30% of the whole society. Coal consumption Although the proportion is on a downward trend, it fell to less than 60% in 2018, but it is still my country's main energy source in the short term." Zhao Weidong said that this is a problem that needs to be paid attention to in the "14th Five-Year" industrial green development.


Zhao Weidong suggested that at the end of the industrial structure, we should optimize the stock, increase the increase and increase the capacity utilization rate of traditional industries; strengthen the new momentum of green development, and vigorously promote the strategic emerging industries, high-tech industries, and equipment manufacturing industries. At the end of the regional layout, it is necessary to implement policies based on local conditions and focus on them; plan a differentiated green development policy as a whole; strengthen the supervision and management of industrial energy consumption in the western region; and focus on promoting the green development of regional characteristic industries.


Promote the application of green energy in the industrial field


The report pointed out that new energy vehicles, wind power, photovoltaics, hydrogen energy, energy storage and other industries will usher in major development opportunities, and related equipment, industrial control systems, big data platforms, and green terminal products have broad development space.


Zhao Weidong suggested that in terms of energy structure, it is necessary to promote the application of green energy in the industrial field, increase the proportion of photovoltaic and wind energy and other renewable energy used in industrial enterprises and parks, and promote the electrification of industrial energy equipment; promote low-carbon industrial fuels and accelerate low-carbon hydrogen , Zero-hydrocarbon substitution of fossil fuels.


The report pointed out that the "14th Five-Year Plan" industrial green development is still facing a severe situation of green development in the western region.


The data shows that among the 16 provinces where the growth rate of electricity consumption exceeds the national average, 10 are in the western region, 3 in the central region, 2 in the eastern region, and 1 in the northeastern region. The growth rate of industrial added value in western provinces such as Yunnan, Inner Mongolia and Guangxi is much lower than the growth rate of energy consumption.


According to the "Catalogue of Encouraged Industries in the Western Region (2020)" issued by the National Development and Reform Commission, the scope of encouraged industries in the western region has expanded, including some heavy chemical industries. It is expected that a large number of new projects will enter the western region during the 14th Five-Year Plan. Regional pressure on energy conservation and emission reduction will continue to increase.


Zhao Weidong suggested that during the "14th Five-Year Plan" period, a differentiated green development policy should be planned as a whole, and the supervision and management of industrial energy consumption in the western region should be strengthened, with a focus on promoting the green development of regional characteristic industries.

The report pointed out that the lack of coordinated development of informatization and greenization is also a major problem facing industrial green development during the "14th Five-Year Plan" period.

The information and communication industry itself has become an important energy-consuming field in my country. With the advent of the 5G era and the large-scale deployment of artificial intelligence, blockchain, cloud computing, and big data centers, the energy consumption of the information and communication industry will increase significantly in the future. In addition, the role of the information and communication industry in the green transformation of traditional industries needs to be strengthened urgently. Through 5G, artificial intelligence and other methods, energy consumption, material consumption, emission data can be collected more effectively, green development risks can be identified, and information asymmetry can be reduced, thereby promoting industrial green transformation.


Zhao Weidong suggested that in the "14th Five-Year Plan" period, the coordinated development of informatization and greening should be promoted. Accelerate the promotion of energy-saving new infrastructure, rational layout, and improve the energy efficiency of the operation of construction and new facilities; promote the integration of information and communication technology and traditional industrial manufacturing, Establish a green development data management system.


At the same time, vigorously promote industrial water conservation and water pollution control. Vigorously promote industrial water conservation in the Yellow River Basin and water-deficient areas in Beijing, Tianjin and Hebei; strengthen industrial water conservation management; and encourage key industries and enterprises to regularly carry out water conservation diagnosis and water balance testing.


Continue to promote the comprehensive utilization of resources. An important tool for products to enter the international trade market will have a significant impact on China's exports of mechanical and electrical products, textiles and raw materials, furniture, toys, and food.
