Digital China construction roadmap released
The draft planning outline starts from the aspects of creating new advantages of the digital economy, accelerating the pace of digital society construction, improving the level of digital government construction, and creating a good digital ecology, and outlines the roadmap for the construction of digital China in the next five years.
Shao Yu, chief economist of Orient Securities, said in an interview with a reporter from Shanghai Securities News: "The draft plan outlines the construction of a digital China as an independent chapter, which is similar to a separate chapter on innovation, which means that China will take the transformation and upgrading of the digital economy as the future. The draft plan outlines the development goals for the next five years: by 2025, the added value of the core industries of the digital economy will increase to 10% of GDP. At the same time, it has delineated the seven major industries that will focus on the development of the digital economy in the future, namely cloud computing, big data, Internet of Things, industrial Internet +, blockchain, artificial intelligence, virtual reality and augmented reality.
Shao Yu predicts that in the future, the four major technologies of artificial intelligence, big data, blockchain and cloud computing will empower all traditional industries.
In recent years, my country's digital economy has achieved leapfrog development. According to data from the Ministry of Industry and Information Technology, the scale of my country's digital economy has increased from 11 trillion yuan at the beginning of the 13th Five-Year Plan to 35.8 trillion yuan in 2019, accounting for 36.2% of GDP.
Cheng Shi, chief economist of ICBC International, told reporters that the development of the digital economy during the "14th Five-Year Plan" period will be an important concern in China's economic planning and will also become one of the main sources of core competitiveness in the future industrial system.
In the first year of the "14th Five-Year Plan", the clarion call for building a digital China has been sounded. This year's government work report proposes to accelerate digital development and create new advantages in the digital economy. At the same time, it also put forward a number of key tasks for the development of the digital economy, such as the development of the industrial Internet, and increasing the construction of 5G networks and gigabit optical networks.
Relevant policies are expected to be introduced one after another
A series of policies related to the digital economy are expected to be introduced one after another. Relevant persons in charge of many ministries and commissions disclosed policy trends or progress during the National Two Sessions.
Xiao Yaqing, Minister of the Ministry of Industry and Information Technology, pointed out that this year and in the next five years, 5G vertical application scenarios will be further expanded to build a complete 5G network. During the development of the digital economy, consumption should be further expanded and the development of the digital economy and the integration of various industries should be accelerated.
Ning Jizhe, deputy director of the National Development and Reform Commission, revealed that this year will introduce the "14th Five-Year" new infrastructure construction plan, vigorously develop the digital economy, expand 5G applications, and accelerate the construction of industrial Internet and data centers.
The reporter learned that the country is still preparing a series of policies to promote the development of the digital economy. For example, relevant departments are studying and promulgating policy documents to promote the "Internet +" to strengthen policy guidance for the key development direction of the integration of the digital economy and the real economy.
New industries and formats such as artificial intelligence, big data, cloud computing, and blockchain have also become the direction of policy push. It is expected that more supporting policies will be introduced in the future.
"Most of the new infrastructure is digital infrastructure, involving 5G, data centers, basic software, etc., in the future, related investment will increase investment, through PPP and other methods to carry out forward-looking layout of new infrastructure." Shao Yu analyzed.
In addition to top-level planning and industrial policies, supporting laws and regulations to ensure the healthy development of the digital economy in the future are also very important. It is reported that the country is currently formulating and issuing opinions on accelerating the cultivation of the data element market, studying and formulating national standards such as network data processing security regulations, and promoting the introduction of data security laws and personal information protection laws.
In addition to the central level, local governments will also make major moves this year. Prior to this, the local NPC and CPPCCs have transmitted signals to vigorously develop the digital economy. Nearly 20 provinces have made careful arrangements for work in the digital economy-related fields. The areas involved in the development of digital economy in various regions include industrial Internet, 5G, big data center construction, smart cities, smart government, and digital industrialization.
Representative committee members called for strengthening the top-level design

On the one hand, focus on the digital transformation of traditional manufacturing; on the other hand, accelerate the digital cultivation of emerging manufacturing, actively seize the commanding heights of the new generation of artificial intelligence development, and take core pillar industries as the development direction of digital manufacturing.
"It is recommended to advance the digital reform of the manufacturing side, build a batch of industrial Internet platforms for the service industry, and accelerate the construction of digital supply chain systems and the digital upgrade of logistics infrastructure." said Xu Guanju, representative of the National People's Congress and chairman of Transchem Group.
With the accelerating arrival of the digital renminbi era, financial data security is also on the agenda.
