Construction machinery industry environmental protection emission exchange seminar successfully held

It is more than 3 months before the official implementation of the "national four" emission standards for non road mobile machinery in the construction machinery industry. In order to better serve the industry and help the industrial enterprises smoothly transition from the "national three" to the "national four" emission stage, on August 10-12, 2022, China Construction Machinery Industry Association (hereinafter referred to as the "association") held the "environmental protection emission exchange seminar of construction machinery industry" in Changsha, Hunan. Qi Jun, honorary president and special adviser of the association, Wu peiguo, secretary general, Wang Jinxing, Deputy Secretary General of the association, and more than 300 representatives of the association's branches, construction machinery manufacturers, engine manufacturers, environmental protection related accessories, testing equipment manufacturers and industry media attended the grand meeting.

At the meeting, Liu Shunli, the legal director of Jinan Automobile Testing Center Co., Ltd., focused on the interpretation of the requirements of non Road four stage regulations and environmental protection information disclosure, including the terminology definition, scope of application, control strategy, tamper proof, positioning and remote monitoring of emission standards. Liu Shunli pointed out that product compliance needs to ensure that a number of data test results meet the standards, and popularized to the participants the content that the "national four" product information disclosure needs to meet the requirements.

Li Gang, senior engineer of the policy and Standard Research Office of the motor vehicle emission monitoring center of the Ministry of ecological environment, introduced the technical requirements of the "national four" remote monitoring through online means. The on-board terminal should meet the requirements of normal data transmission, equipment life-cycle monitoring, alarm system and data collection.

Li Jun, director of the construction machinery business department of the national construction machinery quality inspection and testing center, made a speech in simple terms from the aspects of test preparation, specific test contents and various data analysis under various conditions, with the title of "Research on PEMs test methods of construction machinery products", and introduced the relevant contents of PEMs test in detail.

During the exchange and Q & a session, representatives of industrial enterprises raised many specific questions about standards, regulations and post-treatment. Liu Shunli, the director of regulations of Jinan Automobile Testing Center Co., Ltd., and Li Gang, the senior engineer of the policy and Standard Research Office of the motor vehicle emission monitoring center of the Ministry of ecological environment, gave full and detailed answers to these questions. This also reflects that industrial enterprises have basically made preparations for the switching of emission standards.

On December 29, 2020, the Ministry of ecology and environment announced that from December 1, 2022, all non road mobile machines below 560kw (including 560kw) produced, imported and sold and their diesel engines installed shall meet the requirements of phase IV of this standard. The implementation time of the fourth phase of non road mobile machinery above 560kw and its installed diesel engines will be announced separately.

In addition, with regard to the previous application of the association to the Ministry of ecology and environment to "postpone the implementation time of the 'National four' emission standard for non road mobile construction machinery", the Association received a clear reply: it will not be further extended! Therefore, the "national four" emission standards for non road mobile machinery will be switched as scheduled from December 1, 2022.

After five years of positive growth, the construction machinery industry will enter a downward cycle in the second half of 2021. Due to the downward cycle of the industry and the impact of the epidemic, the market sales volume in 2022 is less than expected, and many main engine manufacturers have the phenomenon of overstocking of "national three" inventory equipment. Therefore, due to the tight time and heavy tasks of the "national four" emission standards, the industrial enterprises are facing many difficulties such as environmental protection, technology upgrading and inventory clearing. We hope that with the joint efforts of all sectors of the industry, the industrial enterprises can ride the wind and tide and smoothly get out of the current difficulties.
