Hubei construction machinery manufacturing industry: promoting the use of high solid and powder coatings

Recently, in order to accelerate the prevention and control of volatile organic compounds (VOCs) pollution and improve the quality of atmospheric environment, Hubei has formulated and implemented the "three year action plan" for the prevention and control of volatile organic pollutants (hereinafter referred to as "the program"). The plan requires that by 2020, on the basis of the national planning base of 987 thousand tons in 2015, the total amount of VOCs emissions from active service sources in Hubei is down by 10%, and the emission reduction of key projects is 99 thousand tons. We will complete the VOCs pollution control in key industries and key areas of the province, and establish and improve the VOCs pollution prevention and management system at the core of improving the ambient air quality.


We will accelerate the comprehensive VOCs management of the chemical industry. The VOCs management of chemical industry, such as medicine, pesticide, coal chemical industry (including modern coal chemical industry, synthetic ammonia, etc.), paint, ink, adhesive, dye, daily chemical industry and other chemical industry. In 2018, LDAR (leakage detection and repair) was gradually popularized in the fields of medicine, pesticide, paint, ink, adhesives, dyes and other industries. In 2019, the industry of modern coal chemical, medicine, pesticide and other industries in the key areas carried out LDAR in an all-round way.


Strengthen the management of industrial coating VOCs. The industrial coating VOCs emission control of automobile, wood furniture, ship, engineering machinery, steel structure, rolling material and other manufacturing industries was fully promoted, and the green raw materials with low (no) VOCs content were popularized. The whole province was completed by the end of 2019 to collect and control the organic waste gas in the industrial painting industry, and the key areas were basically completed by the end of 2018.


For the engineering machinery manufacturing industry, the use of high solid and powder coatings will be more than 30% by the end of 2020, and water-based coatings are carried out in the pilot project. Active use of automatic spraying, electrostatic spraying and other advanced coating technology. Strengthen organic waste gas collection and treatment, organic waste gas collection rate of not less than 80%, construction of adsorption and combustion and other efficient treatment facilities, achieve discharge standards.
