To win the war against the blue sky is a major decision made by the party's nineteen major decisions, to meet the growing needs of the people and to build a well-off society in an all-round way, which is related to the high quality of the economy and the construction of beautiful China. To speed up the improvement of ambient air quality and win the battle of the blue sky, the plan of action is formulated.
1. General requirements
(1) guiding ideology. Joint prevention and control, pay close attention to the pollution control of autumn and winter, make overall plan, systematic plan, precision policy, resolutely win the battle of blue sky and win more environmental, economic and social benefits.

We should strengthen the adjustment of regional industrial layout. To accelerate the relocation of heavy polluting enterprises in urban built-up areas or to close and exit, and to promote the implementation of a batch of heavy polluting enterprises, such as cement, flat glass, coking, chemical industry and other heavy polluting enterprises; the key regional urban steel enterprises should take the ways of complete shutdown, transformation and development, in-situ transformation, extraterritorial migration and so on, and promote the transformation and upgrading. We should improve the central heating facilities and actively promote central heating. Three, speed up the adjustment of the energy structure and build a clean, low-carbon and efficient energy system.

The key areas should strictly control the scale of new installed units of coal-fired units, and the new electricity consumption mainly depends on the generation of non fossil energy sources and external power transmission in the region. Strengthen the technical transformation of pure condensing unit and cogeneration unit, speed up the construction of heating network, fully release and improve the heating capacity, eliminate coal fired boilers and coal scattered in the coverage of the pipe network. Where there are no centralized heating conditions for cogeneration, many large coal-fired boilers can be built in accordance with the principle of equal capacity instead of other small coal-fired boilers. We should further improve the energy measurement system, continue to promote the reform of heating metering, promote energy conservation reform of existing residential buildings, and focus on energy conservation transformation of urban residential buildings with reformed value in northern heating areas. Strengthen the prevention and control of non road mobile machinery and ship pollution.
