1、 Since the 18th CPC National Congress, the construction machinery industry has made historical achievements
Under the correct leadership of the party and through the hard work of all employees, great changes have taken place in China's construction machinery industry. The industrial scale is more reasonable, the international status is greatly improved, the independent innovation is fruitful, the industrial structure is further optimized, the sustainable development capacity is significantly enhanced, and the high-quality development continues to make new achievements.
（1） Rapid growth of industrial scale and leapfrog development of the industry
The operating revenue of the whole industry increased from 562.6 billion yuan in 2012 to 906.5 billion yuan in 2021, an increase of 61%. The product category is complete, the quality is excellent, and the advantages of seriation and complete set are obvious. The production and sales of a large number of products such as excavators, loaders, shield machines, forklifts, concrete machinery, cranes, road rollers and bulldozers have jumped to the first place in the world. A number of enterprises have entered the world's advanced ranks, forming an open-ended industry in which the market competitiveness of leading enterprises has been continuously enhanced, the development level of specialized and special small and medium-sized enterprises has been continuously improved, the development pattern of industrial clusters with different characteristics and obvious advantages, multiple economic components coexist, and multiple profit models coexist.
（2） Internationalization achieved remarkable results, and foreign trade exports increased by a large margin
The industrial enterprises have implemented the "the Belt and Road" initiative and implemented the international development strategy. The product technology level and international market reputation have been significantly improved, and the export volume has increased significantly. According to the customs data, the export value of construction machinery products increased from US $19.16 billion in 2012 to US $34.03 billion in 2021, an increase of 77.6%. Among them, the export of high-tech products showed a rapid growth trend. The export of Crawler excavators increased from 14522 in 2012 to 106417 in 2021, an increase of 633%; Electric forklifts increased by 850%; All terrain cranes of more than 100 tons increased by 503%. The overseas business of industrial enterprises covers more than 170 countries and regions in the world. Overseas R & D, manufacturing, marketing, service and human resources have been further improved and improved, which has become a strong support for expanding the international market and establishing international brands. A large number of foreign-invested enterprises in China have seized the market opportunities and become an important force in the construction machinery industry.
According to the work arrangement of the national development and Reform Commission, the association has led the establishment of the international capacity cooperation enterprise alliance of China's construction machinery industry, and put forward a number of policy suggestions on "the Belt and Road" and international capacity cooperation, which have been valued. In the documents of the State Council, construction machinery is clearly listed as the key industry of "going out", and relevant measures are introduced to support it.
（3） The achievements in scientific and technological innovation have been fruitful, and the ability and level of upgrading the industrial base and modernizing the industrial chain have been greatly improved
The whole industry complies with the general trend of world science and technology and industrial development, adheres to the "four orientations", implements the innovation driven development strategy, speeds up the pace of independent innovation, constantly increases research and development investment, and strengthens the close integration of industry, University, research and application. A number of internationally advanced and internationally leading engineering equipment investment markets, a number of scientific research achievements and major technical equipment have been popularized and applied, which better meets the needs of national economic construction and major projects.
1. Rapid development of digitization and intellectualization.
The application of Internet, 5g, big data and artificial intelligence has been deepened, which has promoted the transformation and upgrading of industrial enterprises focusing on intelligent products, intelligent manufacturing and intelligent management.
Various enterprises have increased investment, and a number of large-scale unmanned mining dump trucks, loaders, excavators, etc. have been applied in engineering; Intelligent construction machinery with auxiliary operation, state management, machine group management, safety protection, special operation, remote control, fault diagnosis, life cycle management and other functions has solved construction problems in practical application and met the needs of users.
All relevant enterprises actively promoted information-based workshops and intelligent chemical plants, which promoted the cost reduction, efficiency improvement and product quality and performance improvement. More than 100 lighthouse factories in the whole industry have been built or are under construction. All enterprises have applied modern technology to improve design, optimize structure, upgrade manufacturing process, strengthen product quality control, extend product service life, and improve reliability and durability. Under the guidance of the intelligent manufacturing demonstration project, a number of small and medium-sized enterprises have accelerated the intelligent transformation by taking advantage of the opportunities of product upgrading, capacity adjustment, relocation and transformation. A number of new intelligent manufacturing workshops and production lines have been put into use, and the production site has taken on a new look.
According to the association, by the end of 2021, millions of construction machines in use on the network will be digitally monitored and controlled remotely. Through the systematic construction of network platform and safety function system, all relevant enterprises have created a new network environment in which people, machines and things are fully interconnected. They have built a digital and networked operation scene reproduction and real-time feedback monitoring system of operation parameters, which supports the efficient operation of product R & D, manufacturing, construction management, safety management, collaborative operation, emergency rescue, maintenance service, early troubleshooting and other links.
2. Outstanding achievements have been made in green development.
The industrial enterprises actively respond to the national double carbon development strategy, practice the green and low-carbon development concept, and according to the market demand, increase scientific research investment one after another. They have developed and manufactured a variety of new energy engineering machinery products of electric, hydrogen and hybrid power, which have been gradually applied to mine mining, port operation, tunnel construction, logistics storage, building installation and other engineering construction fields, and have been recognized by the market and users. According to the association, the proportion of electric drive products in forklifts has increased from 27.7% in 2012 to 60% in 2021; The electric rate of the lifting platform has exceeded 90%; Electric or hybrid mining vehicles, loaders, excavators, cranes, bulldozers, concrete machinery, etc. have been able to be mass produced; New breakthroughs have been made in the electrification of other construction machinery.
In April 2016, the construction machinery industry fully realized the upgrading and switching of the two-phase emission standards of non road countries to the three-phase emission standards of China, effectively reducing the intensity of pollutant emission. In order to ensure the smooth implementation of the four emission standards of non road countries, the association cooperated with the Ministry of ecological environment and the standard formulation units to carry out research and organized seminars attended by government departments, industrial enterprises and institutions and users for many times. The suggestions put forward have been taken seriously. On December 1 this year, the industry will usher in the switch of the four emission standards of non road countries. It is hoped that all relevant enterprises will actively make early preparations, complete the smooth switch of the new emission standards on time, and seize the favorable opportunity of the new standard switch to further promote the transformation and upgrading of enterprises and the high-quality development of the industry.
The association cooperated with the emission registration of non road construction machinery in use in Beijing, which was jointly promoted by Beijing's ecological environment and housing construction departments, and made contributions to the use and emission of exceeding standard equipment and the "return Beijing to a blue sky plan". This experience has been popularized in some provinces and cities. Through the establishment of low emission zones, the transformation and elimination of old equipment below the national level II emission have been accelerated, and the transformation of construction machinery to energy saving, environmental protection and green has been promoted.
3. A number of high-end construction machinery and major technical equipment are well applied in the market.
Industrial enterprises have developed and completed a number of high-end construction machinery and major technical equipment, meeting the needs of major projects and project construction. A number of core component manufacturers have made continuous breakthroughs in technological innovation and product reliability, and accelerated the deep integration with the industrial chain of complete machine enterprises. Some have moved from substitute products in the aftermarket to the main machine supporting market, and some have been shortlisted for the supporting supply system of high-end brand construction machinery manufacturers, achieving industrial upgrading.
A number of large backbone complete machine enterprises in China have continuously accelerated the localization process of parts and actively carried out research and development, manufacturing and testing of high-end parts and components. The localization rate of high-end parts and components has been continuously improved, and new progress has been made in the research and testing of some key parts and components.
5. A number of scientific and technological innovation enterprises and innovation achievements were commended and recognized.
From 2012 to 2020, one project in the industry won the national science and Technology Progress Award (2019); 10 projects won the second prize of national science and technology progress; Two projects won the second prize of national scientific and technological invention.
From 2012 to 2021, the Association selected and recommended 205 science and technology progress awards in the machinery industry, including 3 special prizes, 20 first prizes, 63 second prizes and 119 third prizes.
The association has recommended or participated in a number of "specialized, special and new" small giant enterprises, individual champion enterprises, individual champion products, China patent awards, China Industrial awards, national or industrial key laboratories, national enterprise technology centers, construction machinery industrial parks, etc. the construction machinery enterprises, products and parks that have won honors have played a leading and exemplary role in the high-quality development of the industry.
6. New progress was made in industry standardization.
In order to implement the national standardization development outline, the association has prepared and issued the relevant management measures for the standardization of the construction machinery industry. Since 2012, the association has organized enterprises and users to actively participate in the formulation and revision of a number of national standards, industrial standards, group standards and technical specifications. Among them, 117 group standards that are urgently needed by users for construction operations, fill the gaps and improve the technical level have been prepared and promulgated, involving various fields of construction machinery, various links of the industrial chain, construction, equipment management, personnel training and many other aspects, which have been widely concerned and promoted. Since 2017, the association has participated in the "100 group standards application demonstration" project of the industrial communication industry organized by the Ministry of industry and information technology for five consecutive years. A total of 25 group standards have been rated as application demonstration standards.
The association has completed such topics as "Research on China's construction machinery going global standard requirements" arranged by the National Standardization Management Committee, issued the "white paper on China's construction machinery going global" standard, and released more than 70 Chinese construction machinery standards to the world.
（4） Remarkable results have been achieved in structural optimization, transformation and upgrading
In the face of the risks and challenges brought by the changes in the past century and the epidemic in the past century, industrial enterprises have accurately identified changes, made scientific responses, actively sought changes, and continued to promote structural optimization, transformation and upgrading. The economic benefits, labor productivity, R & D investment intensity and other indicators of relevant enterprises have been comprehensively improved; The self-development ability and endogenous growth power of enterprises have been significantly improved; The industrial structure, product structure and industrial layout are more rational; The capital structure is more efficient, and the reform of multiple ownership components and mixed ownership of enterprises has promoted a more efficient and rational allocation of resources; The talent structure has been upgraded, and a number of entrepreneurs, excellent managers, research and development teams and industrial craftsmen have become the backbone of high-quality development of enterprises; The ability to cope with external risks and market fluctuations was further enhanced; Corporate culture construction and brand construction have achieved results, laying a foundation for the high-quality development of the industry to a new level.
（5） Actively participate in emergency rescue and rescue, make overall planning for epidemic prevention and control, and conscientiously fulfill social responsibilities
In the process of fighting against rare disasters such as rain, snow, freezing, earthquakes and mudslides, the construction machinery enterprises have shown the spirit of being mindful of the overall situation, fearing no difficulties and dangers, being sincere and United, and being brave to take responsibility. We responded quickly and acted decisively in the face of disasters, actively provided equipment support and financial contributions, and enthusiastically cooperated with relevant departments to do a good job in rescue work.
Since the outbreak of COVID-19, industrial enterprises have risen to the challenge and written great love. While doing a good job in epidemic prevention and control, they have promoted the resumption of work and production in an orderly manner, and actively participated in the construction of leishenshan, huoshenshan hospitals and small Tangshan hospitals in various places, creating a speed of infrastructure construction in China; Donating money and materials to support the global fight against the epidemic shows the spirit of China's construction machinery enterprises.
2、 Industry operation and prospect since 2022
（1） Main characteristics of industry operation since 2022
1. The domestic market demand was lower than expected, and the main economic indicators of the industry declined.
According to the statistics of the association, the overall operation of the industry has gradually declined since the late second quarter of last year, and will continue to adjust this year. In the second quarter of this year, the sudden outbreaks in many places in China caused problems such as limited personnel flow in some areas, blocked cross regional logistics, and poor port transportation, which affected the production order in important production areas of the industry and affected the supply chain of the construction machinery industry; The demand for construction machinery in real estate, steel, cement and other industries is lower than expected. The decline in operating rate leads to a drop in capacity utilization and a decline in sales of most products. At the same time, the price of raw materials fluctuated at a high level, the pressure of industrial costs increased, and the difficulty of loan recovery increased, which increased the downward pressure on the operation of the industry. According to the statistics of the association, the sales volume of 12 key products in the first half of the year decreased by 12.4% year-on-year, and from January to July decreased by 11.5% year-on-year.
2. The competitive advantage in the international market continued to improve, and the export volume increased by a large margin.
According to the customs data, the import and export trade volume of China's construction machinery in the first half of the year was US $21.391 billion, an increase of 25.2% year on year. Among them, the export value was 19.89 billion US dollars, a year-on-year increase of 32.3%. The main machines with increased export volume include Crawler excavators, forklifts, off-road dump trucks, loaders, etc.
In the first half of the year, exports to countries along the "the Belt and Road" totaled US $8.198 billion, accounting for 41.2% of total exports, with a year-on-year increase of 22.84%. Exports to BRICs countries amounted to US $2.735 billion, accounting for 13.8% of the total exports, with a year-on-year increase of 42.3%.
3. Since June this year, there have been more positive signals in the market, the decline of major economic indicators has narrowed, and some products have achieved positive growth.
According to the data since June, with the overall improvement of epidemic prevention and control, the orderly progress of enterprises' resumption of work and production, the effect of the policy of stabilizing the economy and stabilizing foreign trade has been gradually released and effective, the main economic indicators of the industry have changed the downward trend, the sales volume of some products has gradually increased steadily, and the decline rate of main economic indicators has narrowed. The excavators, graders and crawler cranes counted by the association achieved positive growth in July compared with the same month last year, 16.4%, and 27.6% respectively. The main reason for the positive growth of some products is driven by exports.
（2） Current development situation of construction machinery industry
1. There are still many risks and challenges to promote the sustained recovery of China's economy and maintain its operation within a reasonable range.
Internationally, the global epidemic is spreading, the world situation is turbulent, the industrial chain and supply chain are not smooth, the spillover effects of geopolitical conflicts continue, the high inflation in Europe and the United States is intertwined with the interest rate rise cycle, and the downside risk of the world economy is increased. Since the beginning of this year, the International Monetary Fund and other major international organizations have repeatedly lowered their annual world economic growth forecasts. At the same time, international food and energy supplies are relatively tight, and commodity prices are generally high. Inflation in the major developed economies is at a historically high level. In order to cope with the inflationary pressure, Europe and the United States have accelerated the tightening of monetary policy, which has increased the risk of the world economic recession, intensified the disorderly flow of cross-border funds, and significantly increased the number of unstable and uncertain factors.
From the domestic perspective, the "triple pressure" of demand contraction, supply shock and expectation weakening faced by the domestic economy has been alleviated but not fundamentally solved. Affected by unexpected factors in the second quarter, the economy declined in April. Under the effect of a package of economic stabilization policies and measures, it gradually stabilized and recovered in May and June, and achieved positive growth in the second quarter. In July, it continued to pick up, but there were small fluctuations. At present, the economy is still in the process of recovery, the market demand still plays a major role in restricting the operation of enterprises, and the foundation for economic recovery needs to be consolidated.
2. China's economic recovery will be further consolidated.
Despite many difficulties and challenges, China's economy is characterized by strong resilience, great potential and wide space. The fundamentals of long-term improvement have not changed. Under the effect of a series of policies and measures to prevent the epidemic, stabilize the economy and ensure development safety, the trend of economic recovery will be further consolidated and operate within a reasonable range.
First, the policy of effectively coordinating epidemic prevention and control and economic and social development continued to be effective. Although sporadic epidemics have occurred in some places, the spread of the epidemic has been effectively controlled on the whole. The package of economic stabilization policies and measures has continued to play a role, and the main production and demand indicators are basically stable. In the later stage, the package of policies and measures to stabilize the economy will be effective, and policies such as large-scale retention, tax rebate, issuance and use of special bonds, and financial support for the development of the real economy will continue to work, which will continue to promote the recovery of the economy.
Second, the recovery of domestic demand has gradually strengthened. From the perspective of investment, the policy of stabilizing investment has continued to strengthen. All localities have actively promoted the commencement of relevant major projects. The number of new projects and the total planned investment have maintained a rapid growth, which is conducive to the growth of infrastructure investment. From January to July, China's infrastructure investment increased by 7.4% year-on-year, accelerating for three consecutive months. Support the upgrading and development of the manufacturing industry. The implementation of a series of tax and fee reduction policies is also conducive to the steady growth of manufacturing investment. From January to July, manufacturing investment increased by 9.9% year-on-year, continuing to maintain a rapid growth. From the perspective of consumption, employment is generally stable, and the income of residents is increased. With the more precise prevention and control of the epidemic and the promotion of consumption policies, the consumption of residents is expected to gradually recover.
Third, the recovery of production and supply is expected to continue. Energy supply will continue to grow, and the mining industry, power, heat, gas and water production and supply industries are expected to grow steadily. The blockages in the industrial chain and supply chain will be gradually cleared, and the key industries will resume normal production, which will strongly support industrial development. At the same time, with the restoration of production and living order, the market demand of the service industry will gradually recover, which will drive the recovery of service industry production.
Fourth, high-level opening dividends will continue to show. Despite the complex and severe international economic environment, China's foreign trade is characterized by strong resilience, and the import and export of goods have maintained a rapid growth. From January to July, the total import and export volume of goods increased by 10.4% year-on-year. This is not only due to the strong production and supply capacity of China and the improvement of product competitiveness, but also due to the cost advantage of China's export products against the background of increasing global inflation pressure. At the same time, China has actively expanded its opening up to the outside world, promoted the joint construction of the "the Belt and Road", accelerated the construction of free trade zones, and developed new forms and models of foreign trade, injecting new vitality into the development of foreign trade. From January to July, China's total import and export volume to countries along the "the Belt and Road" increased by 19.8% year-on-year, higher than the growth rate of all imports and exports.
Fifth, a series of new infrastructure construction, transportation power construction, modern energy system construction, water conservancy infrastructure construction projects and regional economic development strategic support projects established in the 14th five year plan for national economic and social development have been launched one after another, improving market expectations and boosting enterprise confidence.
3. The new round of scientific and technological revolution and industrial revolution have brought new opportunities and challenges to the construction machinery industry.
The impact of the new round of scientific and technological revolution and industrial revolution on the country's scientific and technological strength and competitiveness has further increased. Marked by big data, blockchain, artificial intelligence, quantum technology and life science, the fourth scientific and technological revolution is accumulating energy from multiple dimensions and points. （3） Operation prospect of construction machinery industry in this year and 2023
Since the beginning of this year, facing the impact of unexpected factors, China's economy has stabilized and rebounded in a relatively short period of time, showing strong resilience and great potential. At the same time, the implementation of various decisions and arrangements of the Party Central Committee and the State Council is accelerating. The results of efficient and coordinated epidemic prevention and control and economic and social development continue to show. The effects of macro policies are constantly released. The trend of China's economic recovery will be further consolidated. Considering the base of the previous year and the demand for international and domestic markets and other factors, we believe that with the continuous increase of stable investment, the acceleration of infrastructure investment, the acceleration of the use of special bonds, the release of new loans from policy banks, the improvement of energy and resource supply guarantee capacity, and the acceleration of major projects, it will provide strong support for the gradual stabilization and recovery of the construction machinery market and the high-quality development of the industry. In addition, the export momentum of some products is good. It is expected that the construction machinery will stabilize and recover in the next few months of this year, and the economic operation situation of the industry will gradually improve. The main indicators of the whole industry will show a trend of low in the first and high in the second.
According to the world economic outlook report issued by relevant international institutions, the global economic growth in 2023 is expected to be 2.9%. Under the influence of overcoming multiple adverse factors, China's economy is expected to achieve steady growth this year, which will have a positive impact on economic development next year. Guided by the policy orientation of stabilizing expectations and employment, China's infrastructure investment and manufacturing investment will grow steadily. In addition, the steady growth measures in various regions and fields will continue to be implemented and China's construction machinery exports will continue to maintain strong resilience. It is expected that the industry will continue to show a stable operation trend in 2023.
We should be soberly aware that the domestic economy is in a critical period of recovery, and the "three pressures" of shrinking demand, supply shock and weakening expectations have been alleviated but have not been fundamentally solved. The construction machinery market stock in some fields still needs to be digested, which will bring challenges to the stable operation of the industry to varying degrees. We should pool industry consensus, unswervingly adhere to the general tone of seeking progress while maintaining stability, unswervingly adhere to the belief of the Security Bureau of stable growth, strive to seize development opportunities, actively respond to risks and challenges, and ensure the completion of objectives and tasks. It is hoped that relevant enterprises will conduct rational analysis on the market demand of each product line and set reasonable expectations. To meet the needs of users, we should reasonably arrange and organize production according to market demand. At the same time, we will strengthen fund management, channel management and risk control, and take multiple measures to improve business quality and profitability.
3、 Work tasks for this year and next year

China has the most complete and largest industrial system in the world, with strong production capacity, perfect supporting capacity and huge investment demand potential. As long as we grasp the favorable conditions, fully, accurately and comprehensively implement the new development concept, and unswervingly do our own work, the construction machinery industry will certainly have great achievements.
