According to the Party Central Committee and the State Council, it is necessary to comply with the expectations of the masses and the requirements of high quality development. On the basis of the goal of "the ten atmosphere" and the overall improvement of the air quality, the key areas of Beijing, Tianjin, Hebei and the surrounding areas and the Yangtze River Delta region are the main battlefields, and the fine grains are further reduced through 3 years' efforts. The concentration of grain substance obviously reduces the number of heavy polluted days.
First, the source prevention and control, key prevention and control. In key areas, it is strictly prohibited to increase production capacity of steel, coking and electrolytic aluminum, and raise the elimination standard of excess capacity. We will concentrate on the promotion of the management of the scattered coal. The proportion of railway freight transportation is greatly improved. We should encourage and eliminate the use of inland river shipping for more than 20 years. From January 1st next year, the country will fully supply six gasoline and diesel fuel for the country. We should develop energy-efficient technologies and products, and develop energy-saving, green and environmental protection industries.
Two, we should scientifically and rationally manage pollution step by step. We should continue to control the total amount of coal consumption in key areas, and effectively and orderly eliminate coal fired units and coal-fired small boilers which are not up to standard. Establish an enterprise emission permit system covering all the fixed sources of pollution and resolutely enforce the emission standards according to law. Strengthen the regulation of dust and open-pit mines, and improve straw burning measures. We should persist in proceeding from reality, electricity should be electricity, gas should be gas, coal should be coal and heat should be hot to ensure that the masses in the north are safe for winter.
Three, we should innovate the way of environmental supervision. We should promote the supervision of "double random and open" and encourage people to report environmental violations. The supervision of environmental law enforcement should be strictly carried out in the key areas, such as air pollution in autumn and winter, pollution of diesel trucks, industrial furnace and kiln treatment and the regulation of volatile organic compounds in key areas. We should improve laws and standards and environmental monitoring networks, strengthen information disclosure and accountability, and mobilize all social forces to join forces to defend the blue sky.
